Lowcountry's Promise is a grass roots campaign based on Secretary of State Colin Powell's national initiative America's Promise, dedicated to mobilizing the community to ensure that all children have access to the five fundamental resources they need to become successful adults. In 1999, Mayor Riley extended America's Promise to Charleston thus establishing Lowcountry's Promise.
For ABC News 4, Lowcountry's Promise is more than a campaign… it is our mission.
