An Oklahoma Highway Patrol trooper is charged with assault and battery.

Trooper Mitch Nelson is accused of kicking a man in the groin while the suspect was handcuffed and lying on the ground.

It's a misdemeanor count out of Moore.

It followed a February 2010 car chase.

The incident has been under investigation since last year.

According to an affidavit, Barr was in the back of a patrol car when he managed to steal the vehicle and lead officers on a pursuit. The car eventually crashed.

In the affidavit, Moore Police Lt. Rodney Tompkins says Nelson asked if any officers' dashboard cameras were recording and was told they were and that a helicopter was flying overhead.

After the helicopter left, Tompkins says Nelson kicked Barr.
