S.C. Medicaid records improperly transferred, employee charged

CHARLESTON, S.C. (WCIV) -- The agency that runs South Carolina's Medicaid program says an employee improperly transferred information about more than 228,000 people to a private email account and now he's facing charges from SLED.

According to Jeff Stensland at the State Department of Health and Human Services, the breach affects:

  • 37,135 residents of Orangeburg County
  • 778 in Charleston
  • 593 in Berkeley
  • 578 in Dorchester
  • 190 in Georgetown and
  • 519 in Horry County

Health and Human Services Director Anthony Keck said Thursday the man has been fired.

Keck says an investigation earlier this month showed the information was transferred to at least one other person.

The information included names and Medicaid ID numbers, which are also Social Security numbers. The ID numbers could be used to make fraudulent claims.

Keck says the employee has not said why the data was accessed. The State Law Enforcement Division is investigating.

SLED has now filed charges against 36-year-old Christopher Lykes of Swansea. Lykes is facing five charges of Medically Indigent Act confidentiality violation and also one charge of disclosure of confidential information.

According to a report from SLED, agents have taken possession of Lykes' work and personal computer. They also say that at least one other person received data from Lykes and that transfer is part of their investigation.

Keck says new security measures are in place and the people who had data stolen will be offered identity theft help.
