Guardsman's accused shooter in court; bond set at $950,000

NORTH CHARLESTON, S.C. (WCIV) — It has been another violent week of crime for North Charleston police. In about a month, there have been three homicides. There have also been five shootings in four days.

The first shooting took place Monday on East Montague Avenue. A Budweiser delivery driver was shot but is expected to live.

Police arrested Melvin Smalls III and charged him with the shooting. On Thursday, he faced a judge in bond court, charged with three counts of attempted murder and  possession of a firearm.

The judge set his bond at $950,000.

Tanisha Lipscomb says the delivery driver is her brother, and he was just a few weeks shy of his deployment to Afghanistan. He actively serves in the U.S. National Guard.

"He's just more depressed that he can't leave now because that's what he loved doing, his military job and working for Budweiser," she said.

Lipscomb says her family knows Smalls but doesn't know why he may have wanted to harm him.

"All I really want is an apology," she said. "We're not angry. We're just more blessed and relieved that they finally caught him."

She says her brother was shot in the back and is slowly recovering. She wants an end to the violence.

"A child could have gotten shot. Anybody else could have gotten shot," said Lipscomb.

North Charleston NAACP president Ed Bryant said by phone THursday night that these shootings demonstrate the need for better gun laws.

"It's getting worse and worse," said Bryant. "We're probably going to have to do something very drastic in regards to gun control."

Lipscomb agrees.

"It needs to stop. It needs to stop," she stressed. "People really need to talk, stop being afraid of the police and just talk."

Smalls is due back in court on June 14.
