Haley signs bill on how raffles would be legal

COLUMBIA, S.C. (AP) - Gov. Nikki Haley has signed a measure that lays out how nonprofits in South Carolina could legally hold raffles, should voters approve a constitutional referendum next year.

The bill signed Tuesday by the Republican governor specifies how state law would regulate raffles beginning in 2015, so voters have the details on what they're asked to decide.

Voters will be asked in November 2014 whether to change the state constitution to allow raffles. The resolution that puts the question to voters needed no action by Haley.

Currently, the only legal raffle in South Carolina is the state lottery. The state is among just four nationwide where raffles are illegal.

Raffles are held regularly across the state anyway. But enforcement of the ban depends largely on whether someone complains to police.
