SC's 2013 session ending with much left undone

COLUMBIA, S.C. (AP) - The 2013 legislative session may be characterized more for what lawmakers did not accomplish than the laws they passed.

Only 1 of the items that both parties called top priorities in January is on track to become law.

Legislation that would prevent another round of candidates being booted from primary ballots received a final vote in the House on Thursday, sending it to the governor's desk.

Other priorities carrying over to 2014 are aimed at strengthening ethics laws and better securing taxpayers' data across state government.

Republicans can check off their to-do list a pledge to not do something. They repeatedly rejected Democrats' attempts to expand Medicaid eligibility under the federal health care law.

Legislators plan to finish the state budget in a special session later this month.
