COLUMBIA, S.C. (AP) - Gov. Nikki Haley says the state had to change the parameters of a proposed contract to continue credit monitoring for South Carolina taxpayers because none of the three bids received met qualifications.

The State Budget and Control Board approved the new requirements Friday.

Haley says how companies monitor for fraud is changing. She says there is less bank and credit card fraud and more government fraud involving benefits and other services. The new proposal reflects that change.

Democrats say the new proposal requires companies to monitor only one major credit agency, where the old proposal required them to monitor three.

The board said the new proposal would be made public later Friday.

The monitoring contract signed immediately after the taxpayer data was hacked last year expires in October.
