Report: Suspect taken down by K9 after scuffle with police

NORTH CHARLESTON, S.C. (WCIV) -- North Charleston police arrested a man on drug charges after he had to be taken down by a K9 officer.

According to a police report, officers on patrol saw a silver Dodge Avenger speeding down McMillian Avenue, almost hitting a bicyclist.

During the resulting traffic stop, the officer asked the suspect, identified as Julius Quintez Manigault, to get out of the vehicle.

The report said Manigault "began to lift himself up off the driver seat and reach towards the center console area of the vehicle."

The officer reports that the drivers side door was still locked so the officer reached through the open window, unlocked and opened the door. The officer said he then took hold of Manigault's left arm and performed "an arm bar take down" which Manigault resisted.

Meanwhile, the officer notes an unknown male passenger got out of the car and ran away.

"As I placed one cuff on the suspect he began to pull his arm away again," the report states. "The suspect was able to regain his footing as I kept hold of one side of the handcuffs. The suspect pushed me up against the vehicle, twisting the handcuffs in my hand and cutting my hand."

It was then the officer used his "door popper" to let his K9 officer, Felon, out to apprehend Manigault.

The officer said Felon grabbed Manigault by the lower right leg. EMS was called to the scene to treat him for the cut and puncture wounds above his ankle and on his upper calf. He also reportedly had a cut on his left inside calf, four punctures and a laceration to the upper left inside calf, and a puncture on the right knee.

After a search, the officer said he found two bags of marijuana in Manigault's sock, four bags of marijuana in a Hershey Kiss bag in the center console of the vehicle, and a black digital scale along with seven bags of marijuana in the spare tire well.

Manigault is charged with possession with intent to distribute marijuana, driving under suspension, and assault on police while resisting arrest.
