Report: Undressed man tells woman 'I never wear pants'

EDITOR'S NOTE: Due to a misreading of a collection of police reports, the initial story incorrectly stated that the incidents named below happened on two different dates when in fact police allege they happened on the same day. This case has not yet been to court and Mr. Smalls has not been convicted of any crimes.

CHARLESTON, S.C. (WCIV) -- Police say a Moncks Corner man driving the streets of downtown exposed himself to two women in the last week.

According to police reports, 28-year-old Lionel Smalls was first seen around 12:30 p.m. on Jan. 6 by a woman he called over to ask for directions to Colonial Street. When the woman walked up to the car and bent down to talk to Smalls, the report states she could see that he was not wearing pants.

The report states that the woman told Smalls he was naked below the waist, to which he replied: "I never wear pants."

"[You] should consider it," she told Smalls, the report states.

About an hour later, police records show Smalls was at it again in a parking lot at the Harris Teeter on East Bay Street.

According to the report, Smalls again asked a woman for directions to another place in the city. The woman noticed that Smalls had his pants pulled down around his ankles.

The woman called police and officers tracked him down at Concord and Cumberland streets and arrested him. Smalls is being held in the detention center.
