Berkeley district spokeswoman indicted in Yes 4 Schools investigation

BERKELEY COUNTY, S.C. (WCIV) – Berkeley County School District's spokeswoman has been indicted on ethics charges in part of a State Law Enforcement Division investigation into the allocation of funds in the Yes 4 Schools campaign.

According to the state Attorney General's office, Amy Kovach was indicted on charges she used public funds to sway an election. Officials would not go into more details because they were still investigating the matter.

If she's found guilty, the crime is punishable by a $5,000 fine or one year in prison. She has been placed on administrative leave with pay, according to Dr. Kent Murray.

The school district has not released a statement on the matter.

The complaints against the district were spearheaded by Daniel Island attorney Josh Whitley. He's lobbied against the referendum since it was announced.

He said in November 2012 days before the election that he planned to file a formal complaint against the district that it had violated state ethics laws.

Whitley said Tuesday that he was happy with the investigation at this point and that he thought more charges were pending in the investigation.

Berkeley County voters passed the $198 million referendum in 2012 after a long campaign highlighting unsafe schools, the proliferation of trailers as classrooms, the lack of technology and the need for better teachers.

At the time the measure passed, Kovach called it a great win for the district and the county.

The money was to be used to build five new schools and renovate 29 others.
