Arrests made in North Charleston shooting that killed teen, wounded another

NORTH CHARLESTON, S.C. (WCIV) -- Three people were arrested Tuesday in connection with the murder of a North Charleston teen.

According to police, 21-year-old Samuel Bolger was arrested shortly after noon Tuesday and charged with murder and attempted murder. A background check shows that Bolger does not have a criminal record. However, officials said they are still trying to find a motive for the crime that killed a 16-year-old and wounded a 17-year-old.

Later that afternoon, investigators arrested 17-year-old Rayshoud Washington and Tyrek Moody. CPD officials said both teenagers are charged with misprision of a felon and were both in the vehicle with Bolger when he arrived at the scene of the crime.

Officials say 16-year-old Ty'Quan President was shot in the chest and arm Monday evening near the corner of Sorentrue Avenue and Accabee Road. President later died at MUSC. 17-year-old Charles James was shot in the leg. 

"I was on the phone with my guy friend and he said that it was a shooting and I need to get the kids in the house," said a woman who lived nearby but did not want to be identified. "I told them [kids] to get in the house and that’s when I seen people running from the end of the street all the way down, and then word traveled instantly that a little boy had been shot and that he was laid flat out on the street."

North Charleston police documents said President's body was found in the front yard of a nearby house.

"Soon as I heard the little boy had died, it was as if it was one of my kids, one of my little brothers, little cousins," said the woman. "I instantly broke down in tears. It’s very sad. As a mother, you instantly put yourself in that predicament. It could have been yours."

Officials with North Charleston police said four teens, including President and the other victim, were riding their bicycles when a gold SUV pulled up, a man got out and fired shots at the boys. The suspect then fled toward Dorchester Road, police said. The shooter was wearing black pants, a white shirt and a red hat, police said. 

The shooting happened just blocks from a trio of New Year's Day shootings that killed two women and wounded another.

"When I first moved to this neighborhood, we used to just drop to the floor, drop to the floor. After four or five years, it become natural and that’s a shame. It’s really sad when your kids know to drop down," she said.
