SC Senate considers plan with education increases

COLUMBIA, S.C. (AP) - The South Carolina Senate is taking up a budget plan which expands 4-year-old kindergarten and reading initiatives in elementary schools but cuts money to local governments.

Senators began explaining Tuesday the Finance Committee's $7 billion spending plan for state taxes.

Like the House plan, it provides nearly $30 million for reading coaches in elementary schools, $4.5 million for summer reading programs and $30 million for school technology. Those were part of Gov. Nikki Haley's budget suggestions.

The Senate added $24.5 million to expand full-day 4-year-old kindergarten to 14 more districts. That was possible partly through a $16 million cut to money aiding cities and counties.

Tim Winslow with the state Association of Counties says that could result in higher property taxes and fees and cuts to local law enforcement.
