Legislature will try to pass budget in last week

COLUMBIA, S.C. (AP) - With just three days officially left in South Carolina's legislative session, lawmakers have yet to pass a state budget for the fiscal year starting July 1.

The sticking points between the House and Senate spending plans remain expansion of the state's full-day 4-year-old kindergarten program and aid to local governments.

Traditionally, a legislative panel of three House and three Senate members meet to hash out a compromise between spending plans but legislators are trying to bypass that process this year - leaving negotiations to the leaders of budget-writing committees.

It would represent only the second time in at least 19 years there would be no budget conference. The last time was 2009, when cuts amid the Great Recession left no excess money to haggle over.
