ORANGEBURG, S.C. (AP) - Thomas Elzey knew he was facing a challenge when he became president of South Carolina State University a year ago. He didn't realize how big a challenge.

Elzey tells The Associated Press in an interview the Orangeburg school has had to deal with what he called "a perfect storm" of problems.

For years there was infighting among the administration and its board, and Elzey says the school never took steps to deal with drops in enrollment and government aid that came with the Great Recession.

He now sees things turning around. The college recently approved a balanced $80 million budget for the new academic year. The budget includes some staff cuts, a modest increase in tuition and requires employees to take a week's unpaid furlough.
